Liberia’s mining sector updates
Mining Law overhaul in progress
Since late 2024, Liberia’s Ministry of Mines and Energy has been revising the outdated 2000 Mining Law to align with global standards and boost responsible investment. Proposed changes—covering regulatory clarity, licensing, enforcement, and community participation—are being validated before legislative submission.
Mineral Sector Working Group (MSWG) established
In October 2024, the Ministry launched a new MSWG to foster collaboration among industry stakeholders, streamline policy, improve transparency, and combat corruption. The initiative is seen as key to sustainable and inclusive mining development.
Institutional strengthening within ministry
Staffing and infrastructure reforms are underway: volunteer inspectors have been replaced by trained professionals, geological and hydrological survey offices consolidated into the ministry’s headquarters, and county mine offices established with GPS tools to improve oversight and reduce illicit mining.
Prioritizing mine worker safety
In June 2025, Liberia’s Assistant Minister for Mines, Carlos E. Tingban, called on fellow Belt and Road Initiative countries to put worker safety before profits. This came during a technical mine-rescue training event, with emphases on stronger regulation, emergency preparedness, and ending unsafe artisanal mining practices.
